Abstract Heritage subjected in recent times the magnitude of the material and moral values to the threat factors, not only by natural and environmental factors, but due to changes in the social and economic concepts to the human societies and reflection on how to deal with this heritage and understanding, which makes it a requirement to maintain a human requires the participation of all stakeholders, governments and individuals to achieve. Historical, Aleppo citadel played an important role in military, economic, religion, administrative and political terms, but today it turns into the best tourist destinations in the world. Since the beginning of the Syrian crisis in March 2011, tourism has stop. The aim of the study was to determine at forming a planning method in historic conservation and heritage site management in Arab region, and put the guidelines for the archeological site management plan of Aleppo citadel, «which has been chosen as a case study», that suffers from the migration of great numbers of its inhabitants under the total absence of the site management role. The importance of this research due to considering Syria rich with heritage sites, but its experience in managing these site is still limited, and because of the significant of the chosen case study, since the ancient city of Aleppo is one of the oldest and most important sites, because it has an intimate contiguity between its ancient residential buildings and monuments, and for being a mixture of many sequence civilizations, while the city is still inhabited from ancient times until our days. The research consists of three chapters; the first chapter depends on the theoretical study, which form a combination of terms, definitions, the adopted methods in heritage site management, and the obstacles that it is out there. In addition, the second and third chapters depend on the analytical study to researches the case study and put the essential guidelines for the archeological site management plan of Aleppo citadel, and the suggestions according to the diverse fields of the management plan. At the beginning of the research rely on the theoretical, descriptive and analytical methodology: through the defining of the heritage site management and conservation concept, and by studying its historic evolution, moreover the academies that concern in conservation and management, furthermore the adopted methods, then defining the general method in managing and conserving heritage sites, and trough this basics and the results that will have been reached to, considering the specialty of the ancient site of Aleppo, the general guidelines of its management plan will be defined to be a ground base for resuming studies about this site in the future, and an example to be followed in other sites. On another hand, the research depends on the practical, comparison and analytical methodology through: apply management plan of Aleppo citadel, which consists of the five connected processes «1. Description and documentation 2. Assessment and analysis 3. Prepare a management plan 4. Implement the management plan 5. Monitor the results and review the plan». Furthermore studying number of international, Arabic, and local experiments in this field. Moreover, the research ended with a group of general results and recommendations about the research subject and case study
